POSITION OBJECTIVE: To provide for the prompt, efficient, and reliable programming, installation, testing, and maintenance of the Voice over Internet Protocol (VOIP) telephone and mobile radio systems, fiber optic, microwave, and data communication equipment. Provide technical assistance on the Supervisory Control and Data Acquisition (SCADA) and Fault Location, Isolation, and Service Restoration (FLISR) systems. To work and communicate in a team oriented environment in accordance with the Cooperative’s mission, vision, and values.

MINIMUM JOB SPECIFICATIONS:

EDUCATION: Require a Bachelor's Degree in Engineering. Prefer a Degree in Electrical, Electronic, Computer or Telecommunication Engineering. Prefer Cisco certifications with additional training in data and voice communications.

EXPERIENCE: Require one year of experience in data and voice communications. Prefer experience in telephony systems, preferably Cisco and voice trunking technologies. Prefer experience with digital microwave, fiber optics, two-way trunked radio systems, SCADA computer terminals and remote terminals (RTU), radio systems used for SCADA and load management systems, and control systems.

KNOWLEDGE: Prefer a working knowledge of telephony systems; an understanding of the principles and practices utilized in the Cooperative's telephony system; an understanding of the Cisco phone system including Call Manager, Unity, UCCX (scripting, queue management, and campaigns); an understanding of VOIP system design including voice gateways and telecommunications carriers operations, processes, and procedures, voice trunking, and fiber optic and copper cabling; an understanding of the equipment and material needed to install communication equipment; an understanding of computer programs, software applications, and test equipment applicable to this position; an understanding of Microsoft suite products; an understanding of all hazards and safety rules; and the ability to learn and become familiar with RUS specifications, National Electric Code, and National Electric Safety Code. Require ability to pursue a continuous program of self-development both inside and outside of work hours in furthering his/her knowledge to develop in the job and accept increasing responsibilities.

Require the ability to accomplish the following: evaluate historical and real time data, plan systems and courses of action which will achieve a consistent, coordinated, improving level of operations; effectively direct and coordinate team projects; develop and maintain good morale; devise means of securing maximum efficiency relative to personnel and equipment; apply research and study for evaluating activities; keep abreast of developments in the electric distribution industry; plan and prepare programs and budges and evaluate results toward their accomplishments.

WORKING RELATIONSHIPS AND CONDITIONS:

Directs: None

Internal: Actively participates within the Cooperative team environment to develop supportive relationships essential to the success of the functions of this position, achieving the results expected and encouraging throughout the organization the concepts of teamwork and cooperative spirit.

External: Develops and maintains supportive relationships with member/consumers, the general public, and other external contacts to assure positive results.

This position is medium work; requires visual acuity in machine operation with inspection; requires ability to hear, talk, lift, stand, and perform repetitive motions, and is exposed to both inside and outside environmental conditions.

ESSENTIAL FUNCTIONS:

  1. Install, program, troubleshoot, maintain, and support users on the VOIP telephone system.
  2. Program, test, troubleshoot and maintain UCCX including queues and campaigns.
  3. Install, program, troubleshoot, and maintain radio network equipment.
  4. Install, program, troubleshoot, and maintain fiber optic cable and the microwave system for network and SCADA communications.
  5. Install, program, troubleshoot, and maintain radios for substations, reclosers, vehicles, Operator Consoles and the Advanced Metering Infrastructure (AMI) system.
  6. Install, program, troubleshoot, and maintain SCADA RTUs.
  7. Assist with planning the telephone, fiber optic, mobile radio, microwave and SCADA systems.
  8. Assist with programming and testing SCADA and FLISR master stations.
  9. Maintain complete documentation and records of maintenance on all communication systems.
  10. Provide assistance to other areas within Tech Services.
  11. Maintain working relationships with Information Technology personnel to optimize the communication systems’ architecture and ensure the best and highest use of human resources.
  12. Participate in cross training in other areas of Tech Services and the company.
  13. Sees that assigned trucks, tools, and working equipment are properly used and kept in good working order and that any required repairs are promptly reported to Supervisor.Keep vehicles and related work area clean and safe.
  14. Is available after normal business hours to assist with power restoration and other essential customer service tasks as needed to maintain continuity of service to customers.
  15. Be familiar with and at all times follow the best safety practices set forth in the Cooperative's Safety Manual.
  16. Attend and participate in annual meeting as required or directed.
  17. Perform such other duties as may be required or directed.
